20. The Presidential Czars

.... The Presidential initiative of appointing czars bypasses the legitimate Constitutional process of Senate confirmation, leaving czars accountable to the president alone and shielding their activities behind executive privilege. Presidential accountability has eroded and further abuses of power may result.

.... Therefore Congress should pass legislation removing the presidential czars from their posts, even through special impeachment proceedings if necessary, and legitimizing their functions, as deemed truly necessary, by reasserting the proper role of the Senate in confirming new cabinet members.

.... Since the President has no Constitutional role in impeachment proceedings, he will have no choice but to submit to a Congressional correction of this nature.

.... Both houses of Congress have a vested role in challenging this practice, since it often usurps both their legislative role and their advice and consent powers in the balance of powers equation.
