14. The Solution: Line Item Legislation

.... Line-item Legislation is an alternative to the line-item veto. It approaches the impasse from a legislative point of view, rather than executive, to avoiding the pitfalls of the Line-item veto while capitalizing on its benefits:.

Line-item Legislation would curb pork barrel spending just as effectively as the Line-item veto and would eliminate earmarks.

Line-item Legislation would allow Legislators to better define their own political views.

This process would allow Congress to keep their own house in order rather than handing a moral victory to the president.

There would be no shift in power from the Legislative to the Executive branch.

Line-item Legislation could be adopted by a simple change in Congressional rules and would not require a Constitutional amendment.

After it is adopted, Line-Item Legislation could still be modified as necessary simply by changing the rules again.
